Background

To keep down hardware costs, Information Systems departments (ISDs) may choose to assess the total cost of ownership (TCO) which includes breakdown and operating costs as well as residual value. Using a TCO assessment framework, optimal hardware refresh rates generally lie between 30 and 40 months, i.e., PCs have to be upgraded about every three years.

However, deployment, management and policy difficulties may make this objective problematic and leasing based on clear forecasts of actual costs may become an attractive alternative. ISDs now consider the leasing of workstations to be an effective means of reducing the total cost of ownership of computer equipment based on an upgrade once every three years. They may also be able to obtain cheaper lease payments.
